British Broadcasting Corporation Gaza Documentary Deemed a 'Major' Breach of Media Standards, Says Ofcom

The British broadcaster committed a "major breach" of media regulations by omitting to mention that the voice of a documentary about the Gaza conflict was the offspring of a Hamas administrator, according to regulatory body Ofcom.

An inquiry by Ofcom into the programme Gaza: How to Survive a Warzone has found that the film was "substantially inaccurate".

The head of the BBC had previously apologised, saying there had been "a major oversight in relation to accuracy".

Ofcom has ordered the broadcaster to broadcast a peak-time declaration about its decisions.

"Given this constitutes a significant violation of our regulations, we are ordering the corporation to broadcast a statement of our determinations against it on BBC Two at 9pm, with a date to be finalised," the regulator stated.

'Risk to Undermine Confidence'

The watchdog's report stated: "Our probe concluded that the film's failure to disclose that the presenter's father occupied a position in the Hamas-controlled administration was substantially inaccurate.

"It meant that the viewers did not have vital facts which may have been extremely pertinent to their evaluation of the narrator and the content he shared.

"Credibility is at the core of the bond between a television network and its public, notably for a state-funded media outlet such as the BBC.

"This failing had the risk to undermine the significantly high degrees of trust that viewers would have placed in a BBC factual programme about the Israel-Gaza war."

The programme was withdrawn from iPlayer in the month of February after the narrator's family links emerged, and in this past July an broadcaster's internal assessment concluded it violated the broadcaster's journalistic standards on truthfulness.

A BBC spokesperson said: "The regulator's decision is in accordance with the results of the internal assessment, that there was a significant failing in the film in relation to the BBC's Editorial Guidelines on accuracy, which reflects clause 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we comply with Ofcom's decision in its entirety. We will comply with the sanction as soon as the timing and wording are determined."
