Sheffield Wednesday Deals with Serious Challenges, Says Football Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The team's persistent issues are seen as a "significant problem" and the independent regulator is looking to gain the ability to examine team situations in similar circumstances, the newly appointed chairman David Kogan has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, voiced concern towards Wednesday's fanbase.

Kogan met with four fan organizations connected to the football team in recent days.

The football club have been struggling on and off the field in 2025, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the great brands for English football and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases referred to us if they warrant scrutiny and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor the current owner stated during the off-season he would be open to selling the club at the stadium, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in spring months led to sanctions by the football authorities in mid-year, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in August.

Regulator's Perspective

The chairman stated: "Our role exists to serve the Owls followers, teams facing challenges where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the followers."

Questioned about whether the authority might compel an proprietor to divest a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an specific proprietor, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," Kogan said.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been certain proprietors, a small minority, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to explain the responsibilities of the authority recently and stated it constituted a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," the regulator warned.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources entering the sport and has come into football for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the success and growth as an commercial operation of the elite league.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in 2020.

The official donated money to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any form of political activity."
